Install licence files

Copy the issued qat_licence.json and qat_licence.sig pair into the app’s licence location. Do not edit either file — alterations void the licence immediately.

Connect & set rates

Confirm PostgreSQL connection, create users/roles, then set labour and machine rates (FC proposes; MD/Dev approve money changes).
